CSGD was founded in 2002 in Prishtina with a focus on HIV prevention among men having sex with men (MSM).  It conducted first research on MSM knowledge about HIV and STI with PSI in 2003With the support from FPH since 2004, CSGD developed preventive brochures on HIV and STI and established the first VCT center tailored for MSMs in the region with support of FPH since 2006.

LABYRINTH is outreaches to drug users and counsels them on  HIV, HBV and HCV as well as  Voluntary Testing and Counseling. with support of FPH. 

The penal system includes two prisons and five detention centres located around Kosovo with 1500 prisoners. One prison is in Lipjan. It houses small numbers of juveniles and women (approximately 70-90 inmates). Lipjan prison inmates are victims of trafficking. Victims of trafficking are CSW and CSW are incorporated in the Kosovar HIV prevention strategy as a vulnerable group (high risk behavior group). Victims of trafficking are in prison for different criminal activities. The largest male facility is “Dubrava” Prison and has on average 1500 inmates.  Recidivism is high and average stay is 10 years with a range from two months up to 40 years. The main reason for conviction are theft, murder, sexual or physical violence and there is an increasing number of people convicted for illegal drug possession. 

Health services within the prison system are under the direction of the Ministry of Justice. Health care is available for prisoners and at the time of entry to a detention centre, a medical examination is performed.  No routine evaluation or screening of STIs, TB or HIV is done. If necessary, health care providers from the regional health systems are sub-contracted to treat prisoners.  

Condoms are not available within the prison and information on sexual practices of inmates and need for sexual health care does not exist.  However, condoms are being included in the “exit” packet that is given to released prisoners.
